In Alpha 17, the ability to “upgrade” your settlement to Township Status (aka Tier 2) was provided to the Ascendancy kingdom. It is gained by satisfying a challenge provided by a royal herald - The Honorable Anwyn Redelm.
In Alpha 19, Township Status can also be gained by the Rayya's Children kingdom[1]. Narayl Iskender from the Iskender Trading Association offers to put your Settlement on one of their maps. You must first place a specific Monument denoting what type of town you wish to be.

Updated: When you have completed your Village quest by picking a Hearth, and Reach 20+ hearthlings, you will recieve the quest for a township. At the start of the quest, you gain the ability to construct one of three monuments. These monuments need to be placed and the required networth is to be achieved, for the quest to complete. The time for the quest is infinite. When done, Your kingdom specific NPC will return with rewards corresponding to your choice and you get a nice message from your chosen patron.
A few days after your hearthlings settle in their new home (at approximately 2000 networth), you will receive a quest from the NPC specific to your kingdom. After the quest starts, you'll unlock all monument recipes. After a single monument has been crafted and placed and the required networth achieved, the NPC will return to give you the rewards.

NB. The Food Donation Box recipe is also unlocked for Rayya's Children, but as the monument is not unlocked and Rayya's Children don't serve the Church of Plenty, it serves no purpose (but can still be crafted and placed)

Most items needed for the Monuments can be crafted. Here's a few pointers that may not be obvious:
- Food Donation Box - This is crafted by a Cook.
- Goblin Honor Token - This is a random loot from any Goblin
- Varanus Skin - This is a common loot from any Varanus
- Dusty Tome - This is loot from a Crypt (they spawn randomly on the map)
- Sunflower / Fox Lily - These can sometimes be traded for in Random Trade Events. Sunflowers seem to be rarer than Fox Lily's.
Rewards[ | ]
When finishing the Township status quest, you will gain access to multiple recipes, which will carry over upon re-embarking. Each different faction has three sets of recipies, so to obtain all recipies you need to play 9 full towns. It is worth mentioning that the Northern Alliance kingdom lacks legendary gear, and so, your choice of shrine will be entirely dependent on what decorations you prefer.
Effects[ | ]
Each Choice has a different permanent effect on your Township: The Shrines dedicated to the Order of Cid & Exotic Trade provide the ability to craft legendary gear. The shrine dedicated to Siv the Wolf provides a +2 boost in body to all your hearthlings. The shrines dedicated to the Royal Craftsmasters, the Trading Post & Finn the Stag provide a chance for your hearthlings to produce Masterwork item's, which is the third and final tier of item quality, providing an even higher value than excellent items. Finally, the shrines dedicated to the Church of Plenty, the Church & Knut the Swift provide a +1 boost in stats to all your hearthlings.
